 福隆黃金沙染白膠 現地「深埋1米」補救 成效待釐清

抓住夏季的尾巴，以黃金沙聞名的福隆海水浴場，7月辦完國際沙雕藝術季後，如今卻必須面對無法分解的白膠殘留與潛在的海洋污染難題。

本報5月間獨家披露〈福隆沙雕定型用白膠  難生物分解疑污染海洋〉，之後持續追蹤主辦單位與主管機關後續處理方式，確認首次面對新北市環保局要求改善的主辦單位，已提出清理及復原計畫，方式是將沾有白膠的黏性沙子「翻入底層」、「深埋」沙下約1米深處。整個復原作業已於7月中下旬完成，記者追問處理措施是否及格，環保局則回應將再擇日到現場了解。 讓沙雕回歸環保創作  國外強調用生物可分解膠水

柔軟的沙子是大小朋友揮灑創意的最佳工具，容易取材的特性，捏一捏、揉一揉就又會恢複本性，原是相當理想的環保創作形式，只是稍有不慎，卻可能不經意加劇了全球塑化污染的腳步。

據了解，沙雕作品完成後即會噴上黏著劑定型，通常會以稀釋使用；視毀壞狀況、維持期間長短，後續仍須不定期以黏著劑維護。例如，中國沙雕展期長達一年，就需要較頻繁維護，但也有沙雕師指出，展期短的沙雕作品，例如韓國的沙雕只展出三天，通常便不須噴膠。

對於黏著劑的選擇，沙雕師有其創作上的考量，但參考國外的沙雕教學網站，多為強調使用生物可分解膠，除了減少環境污染疑慮，也讓沙雕藝術回歸其取之自然、還之自然的本質。

世界沙雕大賽（World Sand Sculpting Championship）官網上解釋，沙雕成品上膠的術語叫做「windscreen」，內容物有生物分解膠（biodegradable glue）與水，以1：10比例配製。 SGS掛保證？ 開放水域釋放白膠 環境影響有疑慮

國內跟著瘋沙雕，環保意識可還沒到位。2018福隆國際沙雕藝術季由東北角觀光風景管理處及福容大飯店共同主辦，承攬業者為聯合數位文創，實際施作的包商則是玉言堂整合行銷。沙雕使用業者統一提供的環保膠，也就是「南寶樹脂 NP300」桶裝白膠（聚醋酸乙烯樹脂，PVAc）作為參賽指定用膠。

玉言堂說明，今年沙雕用膠成份為白膠與水，以1：4比例調製。

根據國內研究，聚醋酸乙烯樹脂（PVAc）是由醋酸乙烯單體（Vinyl acetate，VAc）聚合而成的高分子樹脂，由於VAc單體僅微溶於水，進一步聚合而形成之PVAc則不溶於水。

在這份由聯合數位文創提供的「2018 福隆國際沙雕藝術季—黏著劑廢棄物清理及預防計畫」中，業者仍喊冤，出示「SGS檢驗無毒證明」、「本產品成份為無毒，故對自然環境、人體等並不會造成影響。」

然而，業者提供的僅有SGS測試報告（Test Report），並非正式的檢驗證明（Inspection），也無法說明該產品對環境的影響。若屬不易分解，看守台灣協會秘書長謝和霖說明，這些黏膠就可能進入水域當中，吸附水中重金屬，成為傳播毒性物質進入食物鏈的媒介。

PVAc也被歐盟研究列入「微塑膠潛在來源」。負責為歐盟制定環境政策的歐盟委員會環境總局（DG Environment）去年在其《產品中添加微塑膠調查》（Intentionally added microplastics in products）報告中說明，廢輪胎、塗料、衣物纖維等都是潛在的塑膠污染來源。 PVAc是潛在微塑膠來源之一。圖片來源：歐盟報告 Intentionally added microplastics in products。 颱風吹走一些 黏性沙子「剷平、搗碎、掩埋」 

根據這份清理計畫，現場已於6月停止使用白膠進行噴膠作業，清理作業則於7月17日全數完成，經過「搗碎、剷平、集中、二次搗碎、翻入底層」程序，沾有白膠的黏性沙子如今埋在沙灘表層下1米處。

玉言堂承辦人員表示，經評估沙雕位址與海洋的距離，判斷海浪會帶到50公分以上的沙子，因此決定掩埋深度為1米。

不過瑪莉亞颱風後，沙雕也幾乎全數遭到夷平。包商說，有問題的沙子四散各處，想要善後，也只能盡力將之集中。 淡水河左岸 八里沙灘也有沙雕用白膠

新北市另一頭的淡水河左岸，近期也有沙雕展。八里左岸公園被新北市政府高灘地工程管理處列為推薦熱門情人節打卡熱點，今年七夕以「神雕遐侶 伊見雙雕」為題的沙雕藝術創作，於8月9日展開，預計在9月上旬完成，預計將會有13座沙雕作品。

熱心民眾向本報指出，8月23日在八里沙雕創作現場旁邊，發現一個貨櫃堆了一堆東西，走近一看正是桶裝白膠，目測約有20桶。 沙雕如何管？ 海保署仍在了解中

對於塑化材質的沙雕膠材，以及背後的海洋污染疑慮，誰才是主管機關？

主辦單位之一的東北角風管處表示，因執行廠商屬福隆貝悅大飯店所請，因此已要求飯店提送清理計畫給新北市環保局。

環保署指出，白膠（PVAc）非公告列管毒化物，若以一般廢棄物視之，依廢清法第11條，使用公用地之使用人應負清除廢棄物之責。而因海委會的成立，環保署有關海洋污染防治等業務，自今年4月28日起，相關權限皆由海洋委員會及所屬機關承接辦理。

海洋委員會下設有海洋保育署，科長李筱霞表示，理想上當然是希望業者能夠改變作法，但因為業務移交尚未完全，目前會先向有遇到類似狀況的地方政府了解，與地方合作。

李筱霞進一步說明，從現有法令來看，海污法大部分是規範海洋上的污染，而沙雕位處潮間帶，且屬活動性質，並非工程、油運輸等範疇，目前只能以廢清法處理。不過李筱霞透露，未來可能會朝向研擬相關子法的修法改進。 參考資料
